Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been contained. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The chain of contrasting events captured the grim essence of the current period. By day, negotiation efforts are waged: optimistic declarations are delivered from different nations. Significant resources is allocated on managing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "resolution".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a capability enabled by up-to-date information. From vantage locations, military aircraft that had been scrambled to intercept incoming guided weapons streaked across the sky – modern combat jets provided to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons engaged: multiple launches fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably delivered by Western nations. Every firing creates sudden vibrations, causing tremors. The instant of fear quickly becomes grim resignation: perhaps the approaching threat won't cause damage this time, preventing destruction from devastation and additional electricity failures.
Continuous Dangers
Not long after, a heavy machine gun opened up on a drone in the vicinity, part of a mobile-fire group – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the enemy aircraft – it maintained course toward its objective.
Intermittently, this carried on until dawn. Kyiv faced the early updates: several casualties, devastation and infrastructure problems in numerous residences as a result of the nocturnal offensive. As typically, everyone still continued their routines – experiencing conflict. But those 24 hours encapsulated Ukraine's vital need on international aid – a reliance that neighboring countries are clearly incapable to replace in the immediate future.
Ineffective Peace Efforts
The detailed framework from Washington provoked deep reactions, debate and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new proposal from Washington follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually achieve victory. This cycle will, undoubtedly, persist.
Tactical Assessments
It is tempting to accuse particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. Washington functions according to a principle understood by international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The White House believes that it is unfeasible to pressure the Kremlin to abandon the areas that it presently holds in Ukraine's occupied territories.
The challenge is that while accepting these circumstances, Washington does minimal to discourage Russia, through statements or actions, from believing that the current condition will not evolve additionally in its favour in the near future.
Divergent Views
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its allies are nearing depletion. Their motivation to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to stop fighting, but they will persist as long as Russia's leadership remains completely certain in the result.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing civilians and areas but avoiding a complete military breakdown until conditions improve in its advantage.
Existing Situation
Objectively, there are no real preconditions for a ceasefire. Now, personal considerations are coming into play: leadership ambitions to mediate resolution and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unworkable, so that their focus does not move to domestic problems. And although their mission will now be significantly challenging after recent developments, it remains very improbable that this will alter their fundamental strategy.
These two forces are influencing discussions.
Summary and Prospects
It took a only one week to eliminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, recent disclosures, all achieved their purpose.
While new plans based on old ideas are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and demonstrate specific hesitation to change the course of events, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, mainly require ongoing international assistance.
